At least 25 people were killed and 49 others were injured in the terrorist attack on Sunday.
No group or individual has so far claimed responsibility for the deadly incident.
Qassemi in a statement denounced the bombing and expressed sympathy with the bereaved families of the victims.
He underlined that targeting places of worship is against the principles of all religions and is totally unacceptable.
Qassemi went on to say that the incident once again proved that terrorism knows no limits and should be countered by all nations, ethnicities and faiths.
Head of Egypt’s Al-Azhar, which is the country’s top religious authority, also condemned the bomb blast.
"The vile terrorist explosion” was "a great crime against all Egyptians,” Al-Azhar’s grand imam, Sheikh Ahmed al-Tayeb, said in a statement.
Ansar Bayt al-Maqdis (ABM), currently known as "The Sinai Province,” is currently the most active group staging terrorist operations in Egypt. It is affiliated to the Takfiri Daesh (ISIL or ISIS) terrorist group.
